Four-step-principle for (non-) building strategies

On May 29:th, CESC's director, Mattias Höjer and six others, wrote an opinion article in Dagens Samhälle, regarding energy use, building strategies and digitalisation. The authors introduce "a four-step principle" for reduced energy use when in need for more indoor space and call for new measurements and indicators for energy use. A version of the four-step principle was first presented at a conference in March, by Mattias Höjer and Tina Ringenson from KTH and co-authored by Michael Erman at Stockholm County Council.
